MASSACHUSETTS CONFERENCE OF THE UNITED CHURCH OF CHRIST BYLAWS
Article I PURPOSE AND DEFINITIONS
1 . The purpose of the Massachusetts Conference of the United Church of Christ as stated
in its charter (1799) is "diffusing the knowledge of the Gospel of Jesus Christ
and in concert with other ecclesiastical bodies for the general increase of Christian union and spiritual efficiency and the advancement of Christ's Kingdom on earth."
2. The local church is the basic unit of the life and organization of the United Church of Christ. It is autonomous and has the power of self-determination in all matters.
3. An Association is composed of all local churches in a geographical section of the Conference, of all ordained ministers holding standing therein, of all commissioned ministers of that Association, and of those licensed ministers who have been granted voting membership in that Association.
An Association may include Congregational Christian churches which are not part of the United Church of Christ, yet are in voluntary fellowship with and are recognized by the Association.
4. The name of this corporation is the Massachusetts Conference of the United Church of Christ, herein referred to as the "Conference." The Conference is that body of the United Church of Christ which is composed of all local churches in a geographical area, all ordained ministers holding standing in its Associations, all commissioned ministers in its Associations, and those licensed ministers who have been granted voting membership in its Associations.
It joins with other Conferences and agencies of the United Church of Christ for the advaincement of God's work in this world.
5. An Area is established by the Board of Directors and is composed of an Association or Associations Informally grouped together for the convenience of the Conference.
Article II DENOMINATIONAL BASIS
Following Congregational principles, this Conference shall under no circumstances exercise authority over churches or individuals or interfere with the government or discipline of the churches. It shall advise and counsel the churches when requested but it is recognized that each church has the power of self-determination in all matters.
Article III DOCTRINAL BASIS
This Conference declares its steadfast allegiance to the faith which our forebears confessed, which, from age to age, has found its expression in the historic creeds of the Church Universal and of this Communion.
Article IV CONFERENCE MEETINGS
1 . Conference Meeting Membership
A. When this Conference meets, its voting membership shall consist of the following:
• delegates from each local church, for a term of one year. The number of dele- gates from each church is determined by the number of its members as of the preceding December 31- Churches with a membership of 300 or less shall have two delegates; 301- to 600- member churches shall have three delegates; 601- to 900- member churches shall have four delegates; 901- to 1200- member churches shall have five delegates; 1201- to 1500- member churches shall have six delegates; 1501- to 1800- member churches shall have seven delegates;
• officers of the Conference;
• members of the Board of Directors;
• members of Conference Committees and Commissions mentioned in the bylaws;

• persons who are ordained and hold standing in an Association of this Conference;
• persons who are commissioned and licensed ministers who have been granted vot- ing membership in an Association of this Conference.
B. Associate members with the privilege of speaking but without vote shall consist of the following:
» the Moderator of each Association;
• Associate Conference Ministers;
• the President of the Massachusetts Women's Fellowship;
• presidents of mission and aid societies related to the Conference.
C. Honorary members with the privilege of spesiking but without vote shall consist of the following:
• delegates from corresponding bodies;
• persons appointed to speak before the Conference;
• persons made honorary members by vote of the Conference.
2. Annual Meeting
The Annual Meeting of the Conference shall be held between April 1 and June 30, as the Board of Directors shall decide. The business to be conducted at the Annual Meeting shall include the election of officers, other members of the Board of Directors and Committees, Commission members and Delegates and Alternates to the General Synod; the presentation of reports; the determination of the annual rate of Fellowship Dues and the proportion to be retained from Our Church's Wider Mission giving of the churches; the adoption of a budget for the next fiscal year; and the transaction of any other business that may properly come before the meeting. Notice of the time, place, and general business of the meeting, including the budget and Treasurer's report, shall be mailed not later than one month prior to the meeting to each church, in sufficient quantity for its voting members, and also mailed to all other members of the Conference .
3. Special Meetings
Special meetings of the Conference may be called by the Board of Directors. Special meetings of the Conference shall be called by the Board upon written request, specifying the purpose of the meeting, from no fewer than one-hundred (100) persons who are voting members of the Conference, as defined, and who shall represent at least fifty (50) churches from the five Areas of the Conference. The meeting so requested shall be held within two months of the receipt of the completed petition unless an already scheduled meeting will be held within four months.
No action shall be taken at any special meeting on business not specified in the notice for such meeting. Written notice of the time, place, and purpose of the meeting shall be mailed at least three weeks before the meeting to each church, in sufficient quantity for its voting members, and also mailed to all other voting members.
4. Quorum
The quorum shall consist of two-hundred (200) members, providing that each Association is represented by at least two churches.
5. Voting Procedures
Each Conference member present in person shall be entitled to one vote. Uncontested elections may be by voice vote or other means; contested elections shall be by ballot; a plurality of votes shall elect.
6. Annual Meeting Committees
A. The Nominating Committee
(1) Composition — There shall be a nominating committee of the Conference
consisting of eighteen (18) members. The membership of the committee shall be representative of the Conference with not less than one-half being lay persons.

(2) Method of Election; Term; Vacancies — The Board of Directors shall present to the Conference at its Annual Meeting nominations for membership to the Nominating Committee. Members of the Nominating Committee shall serve three-year terms, with six members elected by the Conference at each Annual Meeting. Past members of the Nominating Committee shall not be eligible for re-election to the Nominating Committee for a period of one year following their completion of a term. Vacancies in the Nominating Committee shall be filled by the Board of Directors until the next Annual Meeting of the Conference.
(3) Selection and Term of Chair — The chair shall be appointed by the President from among the committee members for a term of one year.
(4) Quorum — a majority of the members of the committee must be present in person to constitute a quorum for the transaction of business.
(5) Responsibilities — The committee shall present to the Conference at its Annual Meeting a single slate of nominees for Moderator and Vice-Moderator, members-at-large of the Board of Directors, members of the Annual Meeting Planning Committee and Commissions and General Synod Delegates and Alternates, and shall include nominees to fill vacancies occurring in any of these positions.
Nominees for positions on the Board of Directors, the Commissions, the Annual Meeting Planning Committee, and Delegates and Alternates to General Synod shall be from all Areas of the Conference and of different ages and races. Each group shall be at least kO% of each gender, and at least 50? shall be laypersons.
Nominations may be made from the floor at the Annual Meeting, provided the eligibility of the individuals so nominated has been established and is in accordance with these bylaws, and the written consent of such individuals has been secured and submitted to the Nominating Committee at the meeting.
Associations are encouraged to make suggestions of nominees for all positions but most specifically for delegates and alternates for General Synod, who must meet the criteria in the Bylaws of the United Church of Christ.
B. The Annual Meeting Planning Committee
The Annual Meeting Planning Committee shall consist of the Moderator, the Vice Moderator, and fifteen (15) elected members, five of whom shall be elected each year for a term of three years. This committee shall plan the program for each meeting of the Conference.
C. The Business Committee
The Business Committee shall consist of members appointed by the Moderator from the membership of the Board of Directors and of the Annual Meeting Planning Committee. This committee shall prepare the agenda for business sessions, recommend changes during meetings, and in general expedite the business of Conference meetings. The Vice Moderator shall serve as the chair of the committee.
D. The Credentials Committee
At least one week before the opening of a Conference meeting, the Secretary shall appoint members of the Credentials Committee. The Secretary shall serve as chair. The committee shall be responsible for the resolution of issues relating to the eligibility of members of the Conference meetings. Decisions of this committee shall be final and binding for the meeting for which it was formed.
Article V OFFICERS
1 . Number and Title
The officers of the Conference shall be the Minister and President, Secretary, Treasurer, Moderator, Vice-Moderator, and such other officers as the Conference may elect.

2. Election. Terms. Vacancies
The officers shall be elected by members of the Conference for a term of one year or until their successors are elected. A vacancy among the officers, other than that of Minister and President, shall be filled by the Board of Directors until the next Annual Meeting or until a successor is elected. No officer, with the exception of the Minister and President, shall serve more than six terms.
In the case of a vacancy in the office of Minister and President, the Board of Directors shall appoint a search committee to nominate a candidate for election at the Annual Meeting. The Board shall appoint an interim Minister and President to serve until a candidate is elected by the Conference. While the interim Minister and President is being selected, the Board will make arrangements for carrying out the duties of this office.
3. Removal
An elected officer may be removed by an affirmative vote of two-thirds of the total membership of the Board of Directors.
The duties of the officers shall be as follows:
A. The Minister and President shall be the chief corporate and executive officer of the Conference and shall, subject to the direction of the Conference and the Board of Directors, have general charge of its mission and activities. The Minister and President shall be an ex-officio member of the Annual Meeting Planning, Business, and Credentials Committees of the Conference. The Minister and President shall be the representative of the Conference among all the churches and in denominational and ecumenical bodies. The Minister and President shall direct the staff and employ and release all non-appointed employees in accordance with procedures adopted by the Board of Directors.
B. The Secretary shall be chair of the Credentials Committee and shall carry other duties as are usual to this office and shall exercise such other powers and perform such other duties as may be assigned by the Minister and President or the Board of Directors.
C. The Treasurer shall be responsible for seeing that all monies of the Conference are received, held in custody and disbursed as authorized; that accurate accounts of monies received and paid out are kept; and that financial statements and reports are prepared and issued. The Treasurer shall exercise the powers and perform such other duties usually incident to the office of treasurer and shall exercise such other powers and perform such other duties as may be assigned by the Minister and President or Board of Directors. Any Assistant shall perform such duties as may be assigned by the Treasurer or the Minister and President in the absence or incapacity of the Treasurer.
D. The Moderator or, in the absence of the Moderator, the Vice-Moderator, shall preside at all meetings of the Conference. In the absence of both a Moderator and a Vice-Moderator, a member of the Board of Directors shall call the meeting to order and conduct the election of a Moderator Pro Tempore.
Article VI BOARD OF DIRECTORS
1 . Responsibilities
The corporate business and affairs of the Conference shall be under the direction of the Board of Directors. Except as may be otherwise provided in these Bylaws or the Articles of Incorporation, the Board shall have and may exercise all the powers of the Conference between meetings of the Conference, and actions taken shall be reported to the next Annual Meeting.
Relying on the help of God, the Board of Directors:
A. shall have general responsibility for the development and implementation of the Conference's policy, program, and budget;

B. shall appoint Associate Conference Ministers and approve the outline of their duties;
C. shall nominate the Minister and President, Secretary, and Treasurer;
D. shall nominate members of the Conference Nominating Committee;
E. shall fill vacancies in any office or committee of the Conference including vacancies in the membership of the Board until the next Annual Meeting of the Conference or until successors are elected;
F. may remove any director or officer of the Conference by a two-thirds affirmative vote of its total membership;
G. may remove any Associate Conference Minister upon the recommendation of the Minister and President.
2. Composition
The Board of Directors shall consist of the officers of the Conference and sixteen (16) members-at- large. The members-at-large shall be nominated so that each Association is represented by at least one director and no Area has fewer than three directors.
3. Election. Term and Vacancies
The members-at-large shall be elected by the Conference for a term of four years, and shall serve for no more than one term without a lapse of one year. The term of office of approximately one-fourth of the members-at-large shall expire at each annual meeting of the Conference. Regardless of the number of consecutive years any person shall have served as a member-at-large , such person shall be eligible to be member of the Board when serving as an officer. The Board elects its own chair and vice-chair.
4. Meetings
Regular meetings of the Board shall be held at times and places as may be determined by the Board, except that the Board shall meet no fewer than five times each year. Notice of time, place and purposes of the meeting shall be mailed to each Board member not fewer than five days before the meeting.
Special meetings of the Board may be called by the chair. Special meetings of the Board must be called by the chair upon written request of a majority of the Board members. If the chair fails to call such a specially requested meeting, the secretary shall call the same. The purpose of such meetings shall be stated with the request, and no other business shall be transacted except that for which the meeting has been called. Notice of time, place, and purpose of the meeting shall be given by mail or telephone to each Board member not fewer than three days before the meeting.
5. Quorum
A majority of the members of the Board shall be present in person to constitute a quorum.
6. Board Committees
A. Establishment
The Board of Directors may establish such long-term and short-term committees as it deems necessary.
B. Appointment and Terms of Chairs
The chair of Board Committees shall be appointed by the chair of the Board for a specified period of time or until the work of the committee has been completed.
C. Appointment and Term of Members
Committee members shall be appointed by the chair of the Board after consultation with the chair of the respective committee and subject to the approval of the Board of Directors, for a term of one year.

Article VII CONFERENCE PROGRAM
1 . Program Commissions
A. Composition
There shall be program commissions consisting of six to sixteen members each. The Minister and President shall assign staff to work with each commission. The number, titles and sizes of the commissions shall be established from time to time at a Conference Meeting upon recommendation of the Board of Directors.
B. Election, term, and vacancies
Members of commissions shall be elected by the Conference for a term of three
years with one third of the members' terms expiring each year. Members may serve
no more than one full term without the lapse of one year between terms. Vacancies
in commissions shall be filled by the Board of Directors until the next Annual Meeting of the Conference or until successors are elected.
C. Selection and term of chair
Each commission shall elect its chair from among its members. The term shall be one year with re-election possible.
D. Quorum
A majority of the members of the commission shall be present in person to constitute a quorum for the transaction of business.
E. Responsibilities
The program commissions are responsible for seeing that basic, broad strategies assigned by the Board of Directors are carried out within guidelines and budget adopted by the Board of Directors and the Annual Meeting.
2. Program Assembly
A. Composition
Members of the Assembly shall Include:
• the moderators of each Association and of the Conference;
• thirty members elected or appointed by the Associations; the number allocated to each Association shall be on the basis of church membership;
• one member of each program commission;
• the Conference Minister and President.
One member of the Board of Directors and all Associate Conference Ministers are members of the assembly ex officio vfith voice, but without vote.
B. Convener
The Conference Moderator or Vice Moderator shall convene the Assembly and preside.
C. Meetings
The Assembly shall meet at least every third year upon the call of a Conference Moderator.
D. Responsibilities
The Assembly shall consider and rank the program directions of the Conference. A report of the proposed Conference goals and basic strategies shall be given to the Board of Directors which shall use them In overseeing the development and implementation of Conference programs. The Board of Directors shall present to the Annual Meeting a statement of the goals and basic strategies of the Conference in conjunction with the proposed annual budget.

Article VIII TERMS OF OFFICE AND ELIGIBILITY
All terms shall begin at the close of the Annual Meeting. One-hadf or more of an unexpired term shall constitute one full term for the purpose of determining eligibility to serve additional terms.
All officers and members of the Board of Directors, Conference Committees, and Commissions may serve only while a member of a church that has standing in an Association of the Conference.
Any person elected to the Board of Directors or to any Committee or Commissions of the Conference who shall fail to attend three consecutive regular meetings without an explanation of absence shall be considered to have resigned. Whoever is nominated to the Board of Directors or to any Committee or Commission of the Conference on the basis of church membership in one of the five Areas of the state shall be considered to have resigned if, during the term of office, the person transfers his or her church membership out of that Area.
Article IX FINANCE
1. Budget
At each Annual Meeting, the Conference shall adopt a budget of estimated income and expenditures for the next fiscal year.
Changes to the proposed budget will be considered at an Annual Meeting only if a writ- ten proposal outlining the desired changes to the proposed budget and signed by at least five members of the Annual Meeting has been filed with the Treasurer at least two weeks prior to the date of the Annual Meeting. However, changes to the proposed budget may be considered at the Annual Meeting if two-thirds of the delegates present vote to consider such proposal.
2. Retention Rate and Fellowship Dues
The rate of Fellowship Dues and the portion to be retained from Our Church's Wider Mission for the next fiscal year shall be established by vote of the Annual Meeting approving the Conference's budget. The amount of the Fellowship Dues and the retention rate so established shall be for an entire year and shall not be changed until the next Annual Meeting of the Conference.
3. Fiscal Year
The calendar year shall be the fiscal year of the Conference.
4. Financial Report
A summary report of the financial operations of the Conference shall be printed in the Conference Yearbook.
5. Corporate Assets
The Board of Directors shall manage all of the business affairs of the Conference. However, corporate assets, whether restricted monies or title to real property and whether one transaction or a series of related transactions, involving more than an aggregate of $250,000 shall be disbursed or conveyed only by a vote of the Conference. This limitation shall not conflict with or limit the provisions of gifts, bequests, or other donations to the Conference. However, the Board of Directors may create and manage special funds to receive gifts for special purposes of the Conference.
6. Audits
A certified public accountant shall be retained by the Board of Directors to make an annual examination of the financial accounts of the corporation. A report of all examinations shall be submitted to the Board of Directors.

7. Indemnification
No officer, director, or staff member of the Conference shall be personally liable to the Conference or its members for monetary damages for breach of fiduciary duty as an officer, director, or staff member, provided, however, that this provision shall in no way be construed to eliminate or limit the liability of an officer, director, or staff member (A) for any breach of his or her duty of loyalty to the Conference or its members, (B) for acts or omissions not in good faith or involving intentional misconduct or a knowing violation of law, or (C) for any transaction from which the officer, director, or staff person derived an improper personal benefit.
8. Dissolution
In the event of the dissolution or final liquidation of the Conference, after all liabilities and obligations of the Conference have been paid, satisfied or discharged, or adequate provisions have been made therefor, all remaining property and assets of the Conference shall be distributed to such organization or organizations affiliated with the United Church of Christ as may be designated by the Executive Council of the United Church of Christ.
Article X MASSACHUSETTS WOMEN'S FELLOWSHIP
The Massachusetts Women's Fellowship, United Church of Christ, is an auxiliary organization of the Conference established to undergird the program of the Conference and its churches by (1) encouraging women to grow to full stature as mature Christians; (2) enlisting women in a closer fellowship of Christian love; and (3) encouraging the participation of women in the life and work of the whole church. The Fellowship shall organize itself and set its own rules, providing they are not in conflict with these Bylaws.
Article XI BOARD OF MINISTERIAL AID
The Board of Ministerial Aid shall be the agent of the Conference in the work of aiding needy ministers and their families and shall make an annual report to the Conference. On notice of a vacancy in the membership of the Board of Ministerial Aid, the Board of Directors shall nominate a person to fill the vacancy.
Article XII BOSTON SEAMAN'S FRIEND SOCIETY
The Boston Seaman's Friend Society shall be the agent of the Conference in the work of promoting the spiritual and temporal welfare of seafarers and shall make an annual report to the Conference. Each year the Board of Directors shall confirm the nominations of five persons to serve three year terms as corporate members of the Society.
Article XIII PARLIAMENTARY AUTHORITY
Robert's Rules of Order, in its most recent revision, shall be the parliamentary authority governing the meetings of the Conference, the Board of Directors and committees, subject to the laws of the Commonwealth, the articles of incorporation and these Bylaws.
Article XIV AMENDMENTS
These Bylaws may be aimended by a vote of two-thirds of the members of the Conference present and voting at any meeting of the Conference provided that the proposed amendment shall have been included in the notice of the meeting, and provided the proposed amendment shall have been recommended by the Board of Directors or proposed at a previous Conference meeting.

Opening worship of the 192nd Annual Meeting of the Massachusetts Conference of the United Church of Christ began at 1:30 PM on Friday, June 1^, 1991, in the Richard Glenn Gettell Amphitheater at Mount Holyoke College, South Hadley, Massachusetts. The theme of the meeting was "Seeking the Shalom of the City: The Church and Urban Ministry" and the Rev. Ms. Elizabeth Nordbeck set the tone with her sermon, entitled "The Machine and the Garden," based on Jeremiah 29:4-1'!.
The first plenary session was called to order at 3:05 PM in Woolley Hall by Mr. Richard Harter, Moderator. After welcoming the delegates and giving an overview of the meeting, Mr. Harter announced his appointment of the Business Committee in accordance with the Bylaws: the Rev. Mr. Terry Martinson, Chair; Ms. Laurel Baumer; Ms. Jeannette Boynton; the Rev. Mr. Richard Leavitt; Ms. Gwendolyn Miller; the Rev. Mr. Gary Ritts; and the Rev. Ms. Janet Weidler.
The Moderator introduced the credentials Committee, consisting of Ms. Nancy MacLeod, Chair; the Rev. Mr. Kent Allen; and Ms. Barbara Rugg. He then called upon Mr. Allen, who reported for the Committee that there were 528 delegates, 27H clergy, 11 ex officio, 4 Commissioned and/or Licensed Ministers, 98 visitors, and 64 others present for a total of 979 registered for the meeting.
As there were more than 200 delegates in attendance , the Moderator declared a quorum present. He then announced his appointment of the ushers as tellers and reported that they were being coordinated by the Rev. Dr. Donald Simpson and Ms. Elizabeth Simpson.
The Moderator introduced the Parliamentarian, Richard Osterberg, Esq.; the timekeepers, Ms. Laurel Baumer and the Rev. Mr. Gary Ritts; and the Recorder, Ms. Joanne Bickford.
Ms. Weidler, Chair of the Annual Meeting Planning Committee, presented the proposed standing rules. It was moved, seconded, and voted that "the 192nd Annual Meeting adopts the Standing Rules as printed."
The Moderator then called on Ms. Weidler to present the Proposed Order of Time and Events. It was moved, seconded, and voted that "the 192nd Annual Meeting adopts the Proposed Order of Time and Events as printed."
The Moderator introduced the Rev. Mr. Ronald G. Kurtz, Interim Conference Minister and President, who presented his proposed list of honorary delegates to the meeting. It was moved, seconded, and voted that "the 192nd Annual Meeting designates the following persons as honorary delegates with voice, but not vote: Ms. Ronnie Friedman Barone, Mr. Ruy Costa, Dr. John King, Mr. Jose Bernardo Moreno, the Rev. Mr. Ulises Munoz, the Rev. Ms. Elizabeth Nordbeck, and the Rev. Mr. Bennie E. Whiten, Jr.
Ms. Miller, Chair of the Board of Directors, was reintroduced by the Moderator. She reported on the business of the Board since the last Annual Meeting. In her report, she touched upon the economic situation of the Conference, the Commonwealth and the nation. The downturn in the economy has resulted in a stalling of the plans to enter into an agreement with Parkside Senior Services to construct a Continuing Care Retirement Community and has contributed to the proposed increase in Fellowship Dues. Ms. Miller announced the formation of a committee to study Fellowship Dues, OCWM Basic Support, and the ways in which the Conference funds its work. She also announced the formation of an eleven member committee to study and recommend action about the systemic concerns raised in the open letter received from the Western Area Letter Writing Committee. She noted that the mission partnership with the Pentecostal Church of Chile provided an opportunity for the Conference to live out its mission statement. Ms. Miller praised the Search Committee for its work and sense of community as it set about finding a candidate for Minister and President. She then gave thanks to Mr. Kurtz, the staff of the Conference, the Board of Directors, and to God.
Ms. Miller presented the Board's recommendation for a change in the Bylaws which alters the maximum number of possible members of a commission. After some questiening, it was voted that

AMENDMENT TO The 192nd Annual Meeting amends Article VII, I, A to read: There
CONFERENCE BYLAWS shall be program commissions consisting of six to sixteen members. 91-AM-1 The Minister and President shall assign staff to work with each
commission. The number, titles and sizes of the commissions shall be established from time to time at a Conference meeting upon recommendation of the Board of Directors.
Ms. Miller then presented the Board's recommendation as to the sizes and titles of the various commissions of the Conference. It was voted that

The Moderator noted the Secretary's Report in the Advance Materials for the meeting.
Mr. Sydney Neal, Treasurer of the Conference, was introduced to give his report. Mr. Neal noted that, although strides had been taken to improve the properties and staff compensations of the Massachusetts Conference, more work must be done. New church starts also are in need of funding. Budget problems are being caused because general giving is falling behind giving to the local church and behind directed gifts. Mr. Neal noted that this is a communications problem and delegates must take the message back to their local congregations.
The Moderator introduced Ms. Judith Patt, chair of the Nominating Committee. Ms. Patt reported that 61 persons were being nominated for positions within the Conference. She explained the procedure necessary to place additional names in nomination.
Ms. Baumer, reporting for the Annual Meeting Planning Committee, explained the hearing process for resolutions and the budget to the Annual Meeting. Hearings were to be held on Friday evening.
Ms. Ruth Sandberg, songleader for the Annual Meeting, was introduced by the Moderator and led the assembly in a song break.
The Moderator introduced Mr. John Daniels, Mayor of New Haven, Connecticut, as the Annual Meeting's keynote speaicer. Mr. Daniels spoke on the issues facing urban centers today and named four basic problems: poverty, greed, racism, and apathy. He suggested that two types of church and urban ministry are essential to the continued life of the city. First , churches must continue their classic ministry to the poor while becoming more responsive and supportive. Secondly, churches must take on the role of advocates for the city and its dwellers. Following a question and answer period, Ms. Sandberg led another song break.
The Moderator called upon Ms. Valerie Russell, President of the Boston City Mission Society, for theological reflection. Ms. Russell admonished the delegates not to be "rebels without a clue," but to look for answers among the gathered and to expect the Spirit to be present.
After a song and announcements, the Rev. Terry Martinson, the Vice Moderator, recessed the meeting until 8:30 PM.
The evening plenary sessions was called to order at 8:30 PM by the Vice Moderator, who moderated the speeikouts.
The Moderator called upon the Rev. Mr. Thomas Evans, Associate Conference Minister for
Christian Education, who presented a Teaching Award to Ms. Diane Frost, a member of the
Commission for Educational Ministries and an active educator at her local church and in the Conference.
Ms. Audrey Farnum and Ms. Sandy Smith, cochairs of the Mission Partnership Team, introduced the proposed Partnership with the Pentecostal Church of Chile. They reviewed the process that brought the Conference and the Pentecostal Church together and announced that the covenant was being refined and would be presented to the Massachusetts Conference

Board of Directors and the Pentecostal Church of Chile's Directorate. It was announced that a letter of intent would be signed at the Saturday evening worship service. After an audiovisual presentation on Chile and its Pentecostal Church, the Rev. Mr. Ulises Munoz, President of the Pentecostal Church of Chile, through a translator, brought greetings to the Conference and expressed the hope for mutual learnings through the partnership.
The Moderator introduced Ms. Marian Irving, Vice Chair of the Board of Directors. Ms. Irving, in turn, introduced Ms. Bonnie Townsend Dinges, Chair of the Minister and President Search Committee. Ms. Irving and Ms. Dinges reviewed the process used to choose a candidate. Ms. Irving then introduced the Rev. Mr. Bennie E. Whiten, Jr., the choice of the Search Committee and the Board of Directors for the position of Minister and President of the Massachusetts Conference. Mr. Whiten spoke of his vision of the role of Minister and President as one who lives in the midst of the people, calling them to righteousness, justice and Shalom. He indicated his wish to live and work together with the members of the Conference. A question and answer period followed.
After the Vice Moderator gave announcements, Mr. Kurtz led the gathering in prayer and the meeting was recessed with song until 8:30 AM on Saturday, June 15, 1991.

The Moderator called the meeting to order at 8:30 AM and called upon the Rev. Ms. Kate Baker-Carr to offer the opening prayer. Speakouts were heard.
The Vice Moderator called upon Ms. Baumer to present the results of the resolutions hearings. The managers of the hearings reported on the findings of those meetings. After some debate, it was moved, seconded and voted that "the 192nd Annual Meeting will take up the resolutions in the order suggested by the Business Committee."
The Rev. Ms. Jean Curtis, chair of the Board of Directors' Resource Development and Management Committee; Mr. Clint Jones, chair of the Board of Directors' Goal Development and Resource Allocation Committee; and the Rev. Mr. Stephen Gray, Associate Conference Minister for Stewardship and Financial Development presented the budget proposals for 1992. Their report included the effects of the economic situation on the Conference and its programs and the Board's efforts to modify expenses to reflect the economic realities of 1990 and 1991. The budget presented was basically a level funded one. Churches were challenged to increase their giving to Our Churches' Wider Mission Basic Support and Fellowship Dues in order to support the work and mission of the Conference .
Ms. Russell offered a theological reflection based upon the second chapter of the Book of Habbakuk. A song followed.
Mr. Kurtz and the Associate Conference Ministers for the Areas presented awards to those churches in the Conference who had grown at least 10$ in the past year. They were assisted by Rev. Mr. Fred Atwood-Lyon, Consultant for Church Growth and Evangelism, and the Rev. Mr. David Roberts, Chair of the Church Growth and Evangelism Task Force. Mr. Roberts then thanked Mr. Atwood-Lyon for his work as consultant, a position that will no longer be funded.
Mr. Kurtz then narrated an audio visual designed to introduce the staff and the conference centers of the Massachusetts Conference. Ms. Sandberg led a song break.
The Vice Moderator called upon the Rev. Mr. David Powers and Mr. Michael Benn, members of the Commission on Communications, who offered delegates an opportunity to subscribe to the Massachusetts Conference "wraparound" edition of the United Church News.
Mr. Kurtz addressed the Annual Meeting, saying that it was a "new day" for the Conference, one based on the tried and true of the past. Mr. Kurtz reviewed many of the programs and services of the Conference and spoke of the principal outward signs of the new day — the choice of a candidate for Minister aind President and the pending mission partnership with the Pentecostal Church of Chile. He acknowledged that it is a new day that arises out of a past seasoned with stress from within and from without.
Mr. Kurtz then recognized those people who had been ordained within the past year. He also honored the people who were celebrating 50 years of ordained ministry this year. The Rev. Mr. Howard Andrews, the Rev. Mr. Robert Luccock, the Rev. Mr. Mervyn Morse, the Rev. Mr. Gordon Tate, and the Rev. Mr. Gordon Washburn were called forward to be honored. Mr. Kurtz also recognized the Rev. Mr. Robert Coe, Jr., the Rev. Mr. Judson Howard, the

Rev. Mr. Al Ronander, the Rev. Mr. Arthur Telkmanls, and the Rev. Mr. John Wallace who were unable to attend the meeting.
The Vice Moderator recognized those members of the Massachusetts Conference who serve on national boards and instrumentalities.
Ms. Patricia Pepper invited delegates to attend afternoon workshops, all of which centered on the theme, "Seek the Shalom of the City." Following announcements, the Moderator declared the Annual Meeting recessed until 3:30 PM.
The afternoon plenary session was called to order by the Vice Moderator. After speakouts, the Moderator reviewed the rules of debate and called upon Ms. Miller, Chair of the Board of Directors. Ms. Miller gave a brief review of the search process and nominated the Rev. Mr. Bennie E. Whiten, Jr. as Conference Minister and President.

Mr. Whiten was called in and addressed the meeting briefly, speaking of our mutual obligation and covenant to work together. Ms. Miller thanked and discharged the Search Committee. Ms. Sandberg led the meeting in song.
The Moderator called upon the Rev. Mr. Stephen Gray, who honored 14 churches whose
per capita giving exceeded $70 in 1990. Mr. Gray was assisted by the Rev. Ms. D. Mitzi
Hill and the Rev. Mr. Alan Bond.
Ms. Curtis and Mr. Jones reviewed the 1992 budget. They were joined by the
Rev. Mr. Kent Allen and Ms. Jeannette Boynton, members of the financial committees of the
Board of Directors. It was moved, seconded, and voted that
1992 OCWM BASIC The 192nd Annual Meeting adopts a total OCWM Basic Support goal of

The Moderator introduced Dr. John King, representative of the colleges of the American Missionary Association, with whom the Massachusetts Conference is zoned. Dr. King brought greetings cind thanks from the colleges and joined in celebrating the election of Mr. Whiten.
The Rev. Ms. Betty Ann Lehmann explained the events of the coming evening to the delegates. After pitches and announcements, the Vice Moderator recessed the meeting until 8:00 PM.
The Moderator reconvened the meeting at 8:05 PM and introduced the Rev. Mr. Gary Ritts who in turn introduced an audio visual presentation of urban missions being carried out within the Conference.
Ms. Miller, Ms. Irving, Mr. Allen, and Mr. Fred Fuentes led a litany in appreciation of the leadership of the Rev. Mr. Ronald Kurtz as Interim Conference Minister and President. The litany was followed by a prayer and a standing ovation. The Moderator then recessed the meeting for worship, which included the signing of the letter of intent with the Pentecostal Church of Chile. Mr. Moreno and Mr. Munoz, from the Pentecostal Church, read Scripture and Mr. Gray led the delegates in the Service of Covenant during the worship service.

The Vice Moderator called the meeting to order at 8:30 AM and called upon Ms. Alva Chapin
to lead the assembly in prayer. Speakouts were followed by a theological reflection by
Ms. Russell, who spoke of Father's Day, images of the Annual Meeting, and the necessity of integrity in compromise.
Elections were held. There being no further nominations and no contested positions, the recorder was directed to cast one ballot for the slate as presented.

He then announced the new members of the Board of Directors: Ms. Kathleen Arches,
Ms. Norma Comins, Ms. Lee Gabriel, Mr. Arthur Stock, and the Rev. Mr. Paul Zeckhausen.
Mr. Martinson, reporting for the Business Committee, announced that there was no more
business to come before the Annual Meeting.
Ms. Rugg, reporting for the Credentials Committee, gave the final attendance as follows: 5U5 lay delegates, 285 clergy, 10 ex officio, 4 commissioned ministers, 115 visitors, and 68 others, for a total of 1027 persons present at this Annual Meeting.
Mr. Kurtz recognized and thanked Mr. Richard Barter for his work as Moderator. He then introduced the Rev. Mr. Terry Martinson as the new Moderator and Ms. Marian Irving as the new Vice Moderator.
Ms. Weidler recognized and thanked the many people who helped with the 192nd Annual Meeting.
The 192nd Annual Meeting of the Massachusetts Conference of the United Church of Christ was adjourned at 11:00 AM for worship. The worship service, in Abbey Chapel, included communion celebrated by Mr. Kurtz and Mr. Whiten. The Rev. Mr. Pablo Diaz, pastor of the Hispanic Community Church of Boston, preached, basing his sermon on Luke 24:13.

» APPENDIX A ~ RESOLUTION FOR A TWENTY-FIRST CENTURY UCC STATEMENT OF FAITH
WHEREAS the present revised Statement of Faith of our United Church of Christ has been a faithful expression of our belief for over a quarter of a century, recalling for us our raison d'etre and calling us to be the body of Christ among one another and in our needful world ; and
WHEREAS language constantly undergoes both subtle and obvious chsinges of meaning in its usage from one generation to the next; and

WHEREAS since the 1950's so many other areas of human relationships and God's magnificent creation need our faithful attention and action; and
WHEREAS each generation of the church yearns for a vibrant declaration of contemporary Christian faith;
THEREFORE BE IT RESOLVED that the 192nd Annual Meeting of the Massachusetts Conference of the United Church of Christ recommends to the 1991 General Synod that a new, genuinely Inclusive and comprehensive UCC Statement of Faith for the Twenty-First Century be developed to address and to bear witness to our belief in our times.
•APPENDIX B ~ RESOLUTION IN OPPOSITION TO THE DEATH PENALTY
WHEREAS Massachusetts Governor Willicim Weld has promised to reinstate the death penalty in the Commonwealth, and has announced his intention to file legislation to that end; and
WHEREAS twelve (12) bills have already been filed to restore capital punishment in Massachusetts in 1991; and
WHEREAS the 191st Annual Meeting of the Massachusetts Conference of the United Church of Christ approved a resolution urging its members "to work to prevent executions . . . ; to oppose all new death penalty legislation ...' [and to] ultimately abolish the death penalty" in the United States; and,
WHEREAS the Criminal Justice Task Force of the Commission for Mission Development cind Social Responsibility was called on to "organize local churches and their members, Associations, and the Conference to work to abolish the death penalty... and to resist its relntroductlon in Massachusetts;" and
WHEREAS we are told to "Be doers of the Word, and not hearers only," (James 1:22); and,
WHEREAS the Criminal Justice Task Force of the Commission for Mission Development and Social Responsibility has elected to work to prevent the reinstatement of capital punishment in the Commonwealth;
THEREFORE BE IT RESOLVED that the 192nd Annual Meeting of the Massachusetts Conference of the United Church of Christ reaffirms its opposition to the death penalty; and,
BE IT FURTHER RESOLVED that the Criminal Justice Task Force of the Commission for Mission Development and Social Responsibility be supported in its efforts to call upon pastors and congregants to: oppose death penalty legislation; sponsor and/or participate in educational sessions and/or conferences; and, participate in and support such groups as Massachusetts Citizens Against the Death Penalty and Amnesty International in their efforts to prevent the reinstatement of the death penalty in Massachusetts and the United States.
• APPENDIX C ~ RESOLUTION ON INTENTIONAL INTERIM MINISTRY
(In response to a resolution adopted at the General Synod, United Church of Christ, 19B9, at Ft. Worth, Texas)
WHEREAS there exists a need for the Conference, Associations, and the Local Church to live out their covenant of mutual healing and reconciliation during the period in a church's life between settled pastorates; and
WHEREAS this time of transition creates an opportunity to strengthen the relationship between the Conference, the Associations, and the local church; and
WHEREAS this time of transition also provides opportunity for growth and change, for the Conference, the Associations and the local church; and
WHEREAS intentional interim ministry has been shown to be essential to the process of exploring, healing, dreaming, building, and most of all continuing to be a part of the Body of Christ;

THEREFORE, BE IT RESOLVED that the 192nd Annual Meeting of the Massachusetts Conference of the United Church of Christ, calls upon the Board of Directors to establish as a strategy of the Commission for Leadership Development the affirmation and ongoing support of effective interim ministry, and, to that end, to initially provide for a task group which, working closely with the Association Committees on Ministry, Area Ministers, sind clergy vocationally involved in interim ministry, will investigate and recommend guidelines for a definitive program for such ministry. The Commission shall report its progress in this area to the 193rd Annual Meeting of the Conference.

The 192nd Annual Meeting of the Massachusetts Conference of the United Church of Christ, concerned with the growth of its churches and the compensation of its ordained leaders, commends the effort of the local churches In endeavoring to reach the goals recommended in Guidelines for Clergy Compensation 1991 . These are minimum recommendations. They apply to all full-time pastors, associates and assistants.
The 192nd Annual meeting recommends that:
(1) churches pay a minimum entry-level cash salary of $18,470 for a full-time pastor and minimum salaries as listed below in B; 1
(2) churches not at the minimum salary work toward the minimum and also at improving C, D, and E, below;
(3) churches reimburse fully all professional expenses;
(4) churches already at or above the minimum and also providing for C through F give at least a cost-of-living increase and consider a merit increase.
(5) the work schedule of local pastors be a minimum of ten units per week with no more than three evenings in any given week; in addition that pastors take off at least three consecutive days each month. 2
A. CONSIDERATIONS FOR DETERMINING CLERGY COMPENSATION
While the ministry is a unique profession requiring special patterns of financial compensation, several overall factors can be considered in determining the level of support for clergy. The total compensation package could justly be comparable to the median income of the parish and perhaps be on a par with that of the local high school principal, showing consideration for years of service, special skills, and training and including annual cost-of-living increases. The federal tax structure is unique for clergy and the compensation package can be designated in a way to maximize the pastor's income. 3
B. MINIMUM CASH SALARY
The minimum cash salary (not including housing and other expenses) ought to be as follows:

Therefore, if a pastor of ten years ordination/experience arrives at a congregation with 375 members, she or he should receive a base salary of not less than $21,370 (recognizing certain regional variations).
C. SOCIAL SECURITY ALLOWANCE
The church should provide an amount equal to one-half the self- employment social security tax liability for each clergy person. Such an allowance is taxable income but will ease the burden of the big Social Security tax.

D.» HOUSING THAT PROVIDES:
(1) a furnishing allowancel, all utilities, and an equity development plan for those living in a parsonage; OR
(2) a housing allowance for those who rent or own their homes.
E. BENEFITS THAT PROVIDE:
(1) a pension plan, with a church contribution of 14? of salary basis, which is (a) at least 130$ of cash salary plus any furnishings allowance for those living in a parsonage, or (b) cash salary plus housing allowance for those with such allowaince;
(2) a family protection plan, including disability insurance, which is an additional 1$ of the base used for the emnuity;
(3) group life insurance which costs $50 per year;
(4) medical and health insurance, plus dental care;
(5) continuing education funding;
(6) sabbatical education funding;
(7) holiday and vacation time;
(8) maternity/paternity paid leave (including adoption).
F. ALL PROFESSIONAL EXPENSES
The new tax law allows the deduction of business expenses only on Schedule A and any stated allowance for these items must be included in income. Most taxpayers no longer itemize since higher deductions are given to everyone. Therefore, it is Important that churches reimburse, or pay directly, all of the costs which the pastor incurs for "doing business" for the church , so that the pastor is not paying income tax for church expense . Included are:
(1) books and professional subscriptions;
(2) professional memberships;
(3) travel expenses and car allowance (church-owned car or travel reimbursement);
(4) any other expenses incurred by the pastor and directly attributable to the exercise of ministry.

• APPENDIX E ~ RESOLUTON ON ECONOMIC PRIORITIES
WHEREAS the 1980 's featured the largest "peacetime" military buildup in history, during which the military budget more than doubled; and
WHEREAS during the 1980's funding for housing, revenue sharing, and mass transit were cut by 84?; and
WHEREAS the effects of cuts in the funding of education are painfully apparent; and
WHEREAS in 1990, the average Boston household paid $2,512 in federal income taxes, $1,261 of which was to fund the military, while $39 helped provide housing and $10 went to job training; and

WHEREAS the number of homeless people in this country which now numbers k million could, by the year 2000 reach 19 million; and
WHEREAS one in four children under the age of six fall below the poverty line (a total of 5 million children) and 31 million Americans have no health insurance; and
WHEREAS the state and federal budgets are blueprints for the direction of a nation, indicating what has more value and what has less value; and
WHEREAS the very survival of thousands of Massachusetts residents who struggle with poverty, disability, AIDS, and other chronic illnesses is threatened by proposed changes in Medicaid, housing, and human service programs which would eliminate access to prescription drugs, medical equipment and supplies, physical and occupational therapy, home care, homemaking, and housing services; and
WHEREAS these changes will force thousands of individuals into nursing homes and chronic care hospitals, sacrificing their independence at great social and economic cost to the Commonwealth, while many hundreds will be left homeless or without access to life-sustaining care of any kind; and
WHEREAS the Fifteenth General Synod affirmed the United Church of Christ as a Just Peace Church, and called upon each local church to become a "community of resistance, standing against social structures comfortable with violence and injustice;"
THEREFORE BE IT RESOLVED that the 192nd Annual Meeting of the Massachusetts Conference of the United Church of Christ condemns these priorities on the state and federal level and pledges to articulate and support new priorities which represent the Biblically-based vision of justice, where the homeless, the poor and the oppressed are especially attended to; and
BE IT FURTHER RESOLVED that the 192nd Annual Meeting encourages all church members to support this alternative vision of justice by contacting their representatives, senators, and Governor Weld, writing their local newspapers and finding additional ways that their congregations can put this vision on the state and national agenda.
• APPENDIX F ~ RESOLUTION IN SUPPORT OF TREATMENT ON DEMAND
WHEREAS the American Medical Association recognizes drug addiction and alcoholism as treatable diseases; and
WHEREAS there are at least 405,000 men and women in Massachusetts who need treatment for alcoholism and drug abuse; and
WHEREAS the waiting list for treatment averages one to three weeks for detoxification and eight to twelve weeks for residential treatment and thus 4000 residents are at any time awaiting treatment; and
WHEREAS addicts deserve the same human rights as anyone else, including the right to have immediate access to professional and quality treatment; and
WHEREAS it costs approximately $9,654 per year to provide an addict with detoxification and treatment, it costs over two times that amount, $23,386 per year, to keep an addict in jail; and
WHEREAS although the cost of making Treatment on Demand a reality is an additional $38.6 million, at the same time significant savings would be realized in spending for jails, courts, police and AIDS treatment; and
WHEREAS Treatment on Demand can be defined as prompt treatment for drug and alcohol addiction when requested, in supply adequate for the demand; and
WHEREAS Jesus Christ was sent by God and empowered by the Holy Spirit to heal people from disease; and Treatment on Demand, with God's grace, can empower people to become productive members of society;
THEREFORE BE IT RESOLVED that the 192nd Annual Meeting of the Massachusetts Conference of the United Church of Christ will advocate Treatment on Demand and any accompanying legislation designed to provide that.

• APPENDIX G — RESOLUTION ON CAMPUS MINISTERS' REMUNERATION
WHEREAS the Massachusetts Conference of the United Church of Christ regularly has adopted minimum remuneration guidelines for clergy; and
WHEREAS American Baptists, United Methodists and Presbyterians have similar remuneration guidelines; and
WHEREAS all campus ministers In covenant relationship to United Ministries in Higher Education are considered "our" ministers; and
WHEREAS a reasonable length of time may be expected for a financial transition to new levels of funding;
THEREFORE BE IT RESOLVED that the 192nd Annual Meeting of the Massachusetts Conference of the United Church of Christ encourages, via this resolution, both covenanting denominations and the Commission on United Ministries in Higher Education to incrementally raise the compensation of ordained campus ministers to denominational guidelines by January 1 , 1 994 .
• APPENDIX H — RESOLUTION ON COMPENSATION GUIDELINES FOR PROFESSIONAL RELIGIOUS EDUCATORS
WHEREAS it has been proven that the most effective way to help people grow in faith and denominational loyalty is to provide them with opportunities for lifelong Christian education;* and
WHEREAS it is beneficial to have highly trained professional educators in many settings to help in this process; and
WHEREAS based on an actual survey done by the Educational Ministries Commission, the pay scales of United Churches of Christ in Massachusetts who currently employ professional educators range from 50 cents an hour to twelve dollars an hour; and
WHEREAS Massachusetts has one of the highest numbers of professional educators; and
WHEREAS the cost of equipping our educators for ministry is high and requires considerable time commitment;
THEREFORE BE IT RESOLVED that the 192nd Annual Meeting of the Massachusetts Conference of the United Church of Christ adopts the following Compensation Guidelines for professional Church Educators for 1991-1992:

1991-92 COMPENSATION GUIDELINES
These guidelines are written using certification categories for educators in the United Church of Christ. The categories, or levels, are designed to recognize both formal educational training and experience. The Commission for Educational Ministries has divided the Accredited Church Educator category into two levels; Accredited I for educators with a Bachelor's degree, and Accredited II for those with a Master's degree.
Please note that certification by the United Church Board for Homeland Ministries is awarded only after some years of church employment. Your educator need not be certified in order to be paid at the levels noted below. However, it is recommended that your employee be encouraged to go through the certification process as a way of being affirmed, recognized by peers, and intentional in her/his assessment and growth as an educator.
Church School Superintendent
In many settings this person is a volunteer or an active layperson assisting the church in the administrative details of the church school operation. At the very least, this person should be reimbursed for basic expenses such as child care, telephone, travel, attendance at education seminars, subscriptions to Christian education periodicals, etc. A stipend or wage will depend on the amount of work, level of experience, and the degree to which the position is seen as a volunteer position.

WHEREAS Jesus wept over the city and instructed us to seek the Shalom of the city; and
WHEREAS peace is not just the absence of tension but the presence of justice; and
WHEREAS we all share in concern for the health of cities and for their social, cultural, and economic well-being; and
WHEREAS one of every four children in Massachusetts lives under the poverty line, and we are called to be "repairers of the breech, restorer of streets to dwell in;" and
WHEREAS God calls us to stand with those oppressed by systems of economics, racism, and olassism; and
WHEREAS we are in covenant with each other regardless of locality or circumstance; and
WHEREAS we are always called to examine the life of the church as an institution, to be transformed to change our behavior toward one another, and to do justice in every generation;
THEREFORE BE IT RESOLVED that the 192nd Annual Meeting of the MACUCC requests:
1. that, through its Board of Directors, an urban strategy for five years be developed to include annual meetings of urban ministry pastors, lay leadership, and church related agency staff to share strategies and mutual reinforcing of one another;
2. that special attention be given to urban justice issues within the Commission for Mission Development and Social Responsibility;
3. that there be developed an urban evangelism strategy to focus on renewal and revitallzatlon of local churches in urban settings and to pursue new church starts through the Commission for Local Church Life and Renewal;
4. that the Conference Minister and President report progress back to the annual meeting; and

the Board of Directors to establish funds of principal and income for the purpose of
resourcing a MACUCC urban strategy for 1992, and for the next fiscal year funding
shall be included in the budget development process; and
The Board of Directors and Minister and President to make fund-raising for urban
strategy a high priority; and
calls upon local churches and Associations of the Conference to develop programs in
response to the issues of ministry and mission in the urban setting, designating
financial resources to carry out such programs and, when appropriate, may apply to the
Boards and/or Commissions of the Conference for additional funding resources.
• APPENDIX J ~ RESOLUTION ON FREEDOM OF SPEECH AND FREEDOM OF CHOICE
WHEREAS access to knowledge on the issue of abortion is curtailed as a result of the Supreme Court decision of May 23, 1991, barring employees of federally funded (Title X) family planning clinics from all discussion of abortion with their patients; and
WHEREAS the federal Title X program is the major source of funding for family planning clinics in the nation, which may also provide primary or sole health care for people of low socio-economic status and for young people; and
WHEREAS the Federal Administration continues its efforts to reverse the Roe v. Wade decision of 1973 which affirms the right to choose a safe and legal abortion; and
WHEREAS the regulations that the Court has allowed to stand require physicians to commit mandatory malpractice by withholding from their patients vital health information necessary to making an informed decision, and which they are required to provide to all other patients for all other services; and
WHEREAS the regulations violate a woman's constitutional right to choose and her First Amendment right to receive unimpeded information from her physician about abortion; and
WHEREAS all women, regardless of age or economic status, have a right to control what happens to their bodies, and a right to know all the options available regarding an unintended and/or medically dangerous pregnancy in order to make an informed and safe choice;
THEREFORE BE IT RESOLVED that this 192nd Annual Meeting of the Massachusetts Conference, UCC, affirms the right of women to freedom of choice of a legal and safe abortion, affirms the right of freedom of speech for all Americans, and endorses the civil rights of all people under the Constitution and the Bill of Rights; and
BE IT FURTHER RESOLVED that this 192nd Annual Meeting encourages its churches and individual members to actively support swift passage of H.R. 392, cited at the "Title X Pregnancy Counseling Act of 1990" in the United States House of Representatives, and S. 323, cited in the United States Senate by immediately writing to Senator Edward Kennedy and Senator John Kerry and their own congressional member stating their support for these bills; and •
BE IT FURTHER RESOLVED that this resolution be forwarded to the I8th General Synod, UCC, at its June- July, 1991 meeting in Norfolk, Virginia, recommending its adoption and like action to appropriate senators and congressional members.
